Officer to watch morale of staff under stress

Provisional legislators yesterday approved the creation of a post to help monitor the morale of Housing Department staff.

Members were told that the introduction of a scheme allowing public housing tenants to buy their flats might threaten jobs in the department.

People who buy flats can use private management firms for daily maintenance, provided by the department.

'We hope that two years after the implementation of the scheme tenants will still choose our services; but we understand the prospect of them losing their jobs is a challenge to morale,' said Jennifer Mak Yi-ming, the department's director of corporate services.

Provisional legislators yesterday approved the post of chief housing manager.

The person should be 'aware of staff sentiment as the Tenant Purchase Scheme will trigger changes in their existing role and responsibilities'.
