Negotiations between the Hospital Authority and nurses ended yesterday with unionists walking out of a meeting they described as 'meaningless'.
The Association of Hong Kong Nursing Staff accused the authority of lacking sincerity, saying it had not kept promises made in previous meetings.
Authority chiefs had promised at a previous meeting to provide details of the nursing staff recruitment exercise for the next financial year, nurses said.
'They promised to focus on the intensive care units and cardiac care units,' union vice-chairman Michael Mak Kwok-fung said.
'But when we raised the issues this morning, the officials refused to make concrete plans, saying details would rely on individual hospitals.
The union will petition the authority headquarters on Tuesday and decide whether to strike the following day.
