Restructuring triggered by Tung Chee-hwa's information technology commitments will cost at least $13 million more each year, provisional legislators have been told. Secretary for Information Technology and Broadcasting-designate Kwong Ki-chi is looking for four extra directorate staff and 10 others to flesh out Mr Tung's policy. Another three directorate and 56 non-directorate staff will be transferred from the soon-to-be defunct Broadcasting, Culture and Sport Bureau. Another eight posts will be created for the sports and culture portfolio, which will be inherited by the Home Affairs Bureau. Total staff costs of the restructuring are expected to be about $21.7 million, according to a Director of Administration paper. About $13 million not covered in the Budget will require internal funding and approval from the finance committee next month. Mr Kwong will oversee information technology, telecommunications and broadcasting with the help of two deputy secretaries and five principal assistant secretaries.
