The ICAC yesterday released on bail 11 people arrested in connection with an alleged illegal phone-bugging operation. The seven men and four women were arrested for alleged offences including conspiracy to offer bribes and conspiracy to interfere with telecommunications devices. An ICAC spokesman did not say when the 11 - who include former Hongkong Telecom staff and private detective agency employees - had been asked to report back.
