China Investments Holdings is set to raise a net $17.2 million via an issue of 42 million new shares at 40 cents to Sintex Investment, an investment vehicle of the Nam Hoi City municipal government in Guangdong. The issue price represents a premium of about 8 per cent to yesterday's closing price of 37 cents.
