Tung Chee-hwa and Anson Chan Fang On-sang are to strengthen co-operation with Guangdong officials in an unprecedented high-level meeting on Monday. The SAR and Guangdong delegations will be led by Chief Secretary for Administration Mrs Chan and Guangdong Vice-Governor Wang Qishan. The SAR Chief Executive, Guangdong Governor Lu Ruihua, and the Director of the Hong Kong and Macau Affairs Office of the State Council, Liao Hui, will kick off the meeting to be held in Guangzhou. The high-level 'liaison avenue' follows Mr Tung's commitment to strengthen regional co-operation, a government release said. The Chief Executive's Office said the SAR had close contact with Guangdong and co-operation on cross-boundary issues had been good. It is understood officials would focus on policies, while channels for liaising on practical issues would be established if necessary. The agenda had yet to be set, but policy secretaries were expected to join the delegations. Mr Tung said in his policy speech that the scope of co-operation would cover a wide range of issues, including infrastructure, environment regulation, supply of non-staple foods and water supply. Social welfare, business investment and the speeding up of the flow of passengers, traffic and freight across the boundary are also expected to be discussed. An official expected the first meeting would not touch on practical details. The delegation chiefs are seen as appropriate as both have vice-ministerial ranking in the Chinese structure.
