THE 42.8 per cent increase in the budget for environmental provisions is misleading, United Democrat Reverend Fung Chi-wood said yesterday. ''It seems that the Government is investing a huge amount of resources into conserving the environment, but this is not the case,'' he said. The actual growth of the environmental provision was only 14.1 per cent but a number of recurrent expenses had been added to it. Quoting the 85 per cent increase in the Environmental Protection Department (EPD) revenue as an example, Mr Fung said recurring expenditure had been added to the EPD, boosting the figure superficially. Part of the additional revenue would be used to fund a $460 million landfill project originally subvented under the Civil Engineering Department, he said. Mr Fung called for an increase in manpower to strengthen the monitoring power of the EPD.
