Frederick Fung Kin-kee has emerged as the most popular member of the provisional legislature in the 12 months up to its last sitting. But when compared to the Democrats in the disbanded Legislative Council, elected in 1995, he only managed 11th place. Mr Fung, chairman of the Association for Democracy and People's Livelihood (ADPL), was most popular with the 556 respondents to a University of Hong Kong survey. He won a 62.2 approval rating. Second was the Democratic Alliance for the Betterment of Hong Kong's Tam Yiu-chung. Mr Fung's party was the most favoured, a fraction ahead of the Liberal Party. The ADPL won an approval rating of 69.5, 0.1 percentage points ahead of the Liberals. Provisional Legislative Council President Rita Fan Hsu Lai-tai was ranked 10th in the survey. She had an approval rating of 50.7.
