Mainland employees of firms which pay large tax bills are being given preference in applying for business permits to the SAR.

 The Guangdong Public Security Bureau said mainlanders coming to Hong Kong for business meetings, training and employment could apply to local immigration offices.

 It said officers had been ordered to help applicants from export firms or firms paying large tax bills.

 A Guangdong government spokesman yesterday denied that the revisions gave priority to the rich. The changes were implemented on March 30, the China News Service reported.
