A RIGHTIST union boss is hoping votes from civil servants will help him win in the Labour Functional Constituency. Hong Kong and Kowloon Trades Union Council general secretary Chan Yun-che revealed the plan yesterday as he handed in his nomination. Two other people handed in nomination forms yesterday - National People's Congress deputy Kan Fook-yee, running for a seat through the Election Committee, and Helen Chung Yee-fong, running in Kowloon West. Mr Chan said campaigning would be limited because the functional constituency poll was a 'small-circle election'. 'In the labour sector, we know each other very well, and can judge for ourselves who are doing their jobs properly.' Mr Chan said he would focus on winning support from non-affiliated unions, especially those representing civil servants, which amounted to about 100 votes, roughly a quarter of the electorate. 'It will be a close-run thing if they all vote for me, but I'm not sure about that,' he said. 'Although their past voting rate is not high, there may be a change of attitude in this election because of intensified competition.'
