Mrs Chow, a Wholesale and Retail constituency candidate, had asked why police canteens did not require licences.
But the Catholic Monitors on Legislative Councillors argued that this was a matter for municipal councillors.
Mrs Chow had asked why police canteens did not require restaurant licences as they were open to outsiders.
In an open letter she confessed surprise that her question appeared on the list.
