A dissident group says it will focus its attention on mainland social problems and let other groups concentrate on human rights.
The Federation for Democratic China said it intended to publish white papers on issues including the reform of state-owned corporations, housing and unemployment.
Michael To, who was re-elected as federation chairman at its world congress, said the group of exiles aimed to mature as a mainland opposition party and should have its own political platform.
'There are already many Chinese pro-democracy groups and foreign organisation focusing on the human rights issues in China,' Mr To said. 'I think we should now concentrate on social problems in the mainland.' The white papers would be written by outside experts, he said.
'We hope to publish two papers every six months and we can publish a book in two years' time,' Mr To said.
The group intended to be self-sufficient.
