Ten provisional urban councillors have proposed a fifth option to reform the district organisations. They think the municipal councils should merge - but keep responsibility for food safety. Jennifer Chow Kit-bing said she was drafting the option. The merger of the two councils should be accompanied by a merger of the Urban Services Department and the Regional Services Department, she said. However, the task of overseeing food hygiene should be put under the municipal councils' responsibility instead of taken over by the Government as officials recommend. The 10 councillors will discuss the option today.
