Beijing's representatives have hailed close co-operation with policy secretaries and departments since the handover. Explaining its work over the past 12 months, the Commission of the Ministry of Foreign Affairs said it had established formal and comprehensive working relations with the SAR. 'We have effective mechanisms and good co-operation,' a spokesman told the China News Service. Seven major working areas included co-ordinating international conferences, state visits, delegations, press arrangements and other consular affairs. The commission said it had helped the SAR implement 11 resolutions on sanctions by the United Nations Security Council, and had handled legal questions arising from the application of international conventions. It had been discussing 74 treaties on air services and on the surrender of fugitives with 43 countries. Of those, Beijing had approved 14 treaties with 10 countries. Visits by 73 warships and 102 aircraft had been approved. The commission had also been involved in talks on emergencies in the region, such as the Indonesian riots.
