At least one flight has broken international security rules by carrying the bags of passengers who were not on board.
And airlines claim they are unable to guarantee it will not happen again, contradicting top-level government assurances on safety.

After a computer failure on Wednesday, KLM Flight 888 to Amsterdam left carrying the bags of two passengers who had failed to board, KLM said.
An aviation security expert said that was a breach of Annex 17 of the International Civil Aviation Organisation's Convention.
One of the passengers who missed the KLM flight, tourist Dr Michaela Heidrich of Berlin, said she missed the flight because of confusing information displays. When she arrived at the gate she was shocked to find the 747 had left with her bags.
When she arrived in Berlin after a connecting flight her bag was waiting.
