AS PART of the 17th Hongkong International Film Festival, the Academy Award winning film Howards End will be premiered on April 13 at Columbia Classics and Asta Classics. A few remaining tickets are available for those who cannot wait to see the film when it is released commercially on April 15. Works by other Academy Award winners can be seen at the festival. Cousin Bobby is by Jonathan Demme, who claimed last year's Best Picture Oscar for The Silence of the Lambs. ATV is running its International Film Week in anticipation of the Film Festival. The films would do any film festival proud. The week begins with an African film called Yaaba , tomorrow which is by award-winning writer/director Idrissa Oueadraogo, who will have a retrospective at the Arts Centre next month. Next in the line-up are two films closer to home: The Empress Dowager and Full Moon in New York, starring Maggie Cheung and Sylvia Chang. The week ends with The Grand Chemin and The Doors, Oliver Stone's production about demi-god Jim Morrison. For details, see TV Guide, starting on page 5. FOR those who want to get the full benefit of the Rodin exhibition when it comes to Hongkong on April 30, a special ''Rodin Pass'' will be on sale at The Museum of Art. The pass, at $20, will entitle its holder to a reserved seat at a special seminar on ''The Art of Rodin'' to be conducted by overseas and local art experts, and allows each bearer two entry tickets to the exhibition. FOR those who prefer to go to the source for their art, the Hongkong Art Centre's museum tour sets off this summer. Included in the 18-day itinerary starting on June 24 are visits to Paris (home of the Rodin Museum), Milan, Venice, Florence, Rome, and a stop-off at La Biennale di Venezia - the 45th International Art Biennial.
