Suggestions pour in for remodelling district bodies

MORE than 160 proposals have been submitted on the restructuring of district organisations.

But Secretary for Constitutional Affairs Michael Suen Ming-yeung said it was too early to say whether there was conformity of opinion.

'Most of the proposals are very straightforward, like merging or simply disbanding the municipal councils,' he said.

'But they don't say why or specify what should be done if they were merged or scrapped.' Mr Suen declined to comment on the Provisional Urban Council's suggestion for 'one council, one department'.

'People have to know what 'one council' means first and what role it is going to play. Its functions will be very different if the Government takes over power over food safety and environmental hygiene,' he said.

The Provisional Urban Council reached a consensus earlier to merge the councils and join the Urban Services and Regional Services departments.
