ISPs blockade university plan for Net service

Hong Kong Internet service providers and a Chinese University-affiliated company are still battling over the latter's attempt to establish a second Internet exchange in the SAR.

IXTech wants to launch the Hong Kong Commercial Internet Exchange (HKCIX) - a central network point through which intra-Hong Kong Internet traffic can pass.

However, all leading ISPs, except Hongkong Telecom IMS and Hong Kong Supernet, have followed the call from the Hong Kong Internet Service Providers Association (HKISPA) to boycott the HKCIX.

They are blocking all data traffic to and from HKCIX, which competitors charge already is hooked up to the Hong Kong Internet Exchange (HKIX), the main traffic point.

As a result, all HKCIX traffic would travel to the US and be routed back, which would delay transmission and cost both the HKCIX and ISPs extra.

ISPs are protesting against IXTech, a subsidiary of the CUHK Foundation, because it plans to use a dedicated 100 mbps local link to HKIX to offer free local Internet access to companies, while selling international bandwidth for a fee.
