Hongkong Telecom IMS, the biggest of Hong Kong's nearly 100 ISPs, said it was considering whether to join the blockade.
A spokesman said: 'We have to make the decision not only based on the practice of IXTech, but also some commercial considerations.' She said IMS would not act against any newcomers as long as their business practice was 'commercially legal and fair', but refused to elaborate.
Hong Kong Supernet said it was open to newcomers, but chief operating officer Lee Kheng Joo said it did not understand what IXTech wanted to achieve.
Five ISPs took the lead in forming the blockade - Star Internet, HKNet, Global Link, AsiaNet and SpiderNet.
