The move is the first step in turning the old airport site into a new town, a senior official said yesterday.
Director of Territory Development Lee Shing-see told an RTHK radio phone-in programme that the plan was to develop the site in Kowloon City into a town accommodating 300,000 people.
Mr Lee said the administration would treat the highly inflammable contaminated mud to ensure development there could be carried out safely.
