'Co-conspirators' named in Airport Express case

Four more people have been named in court as co-conspirators in the alleged cover-up of substandard foundation work at the Airport Railway.

The men - Cheng Siu-ming, Ng Chak-fung, Hui Wai-chung and Cheung Pong - were named, but not charged, at Eastern Court as five new counts were levelled against three men already accused of conspiracy to defraud companies at the Lantau and Airport Railway Hong Kong Station Northern Site.

Ove Arup and Partners Hong Kong Limited, Aoki Corporation and Bachy Soletanche were allegedly defrauded between July and October, last year.

Prosecutor Alain Sham Chung-ping told the court: 'Further charges will be laid against four other persons and it's desirable in the interests of justice for the seven of them to be tried together.' Mr Sham said the case was highly complicated, involving people at different levels of the hierarchy.

Former On Foundation Construction engineer Kwok Chi-hung, 24, Wong Ka-wing, 27, a former engineer at B+B Construction, and Leung Yee-tai, 37, an ex-foreman at On Foundation, are all accused of conspiracy to defraud. Wong is also accused of accepting a $50,000 advantage in return for not taking action to uncover the substandard work last November.

Magistrate John Brennan adjourned the case until September 3, to enable the Independent Commission Against Corruption to process further charges and to prepare the case for transfer to the District Court.
