Preliminary guidelines defining the scope of duties of National People's Congress local deputies are expected to be drawn up at the end of this month. NPC Standing Committee member Tsang Hin-chi said yesterday that a proposal drafted by local deputies on their duties had been submitted to the NPC Secretariat in June. He believed the Standing Committee would give its response at its meeting later this month. Mr Tsang thought a set of preliminary guidelines would be sufficient. 'It need not be a full set of guidelines,' he said. 'Local deputies can start working even with the preliminary ones. 'It will also be good for them to make adjustments by themselves during the course of implementation.' Mr Tsang said the guidelines would include setting out what local deputies could do without intervening in SAR affairs.
