Article 26.3 of the Universal Declaration of Human Rights, published by the United Nations, states: 'Parents have a prior right to choose the kind of education that shall be given to their children.' Is Hong Kong subject to the declaration and, if it is, do parents have the right to decide whether they want their children to have an English-language education? If they do, is the Hong Kong Government obliged to provide it? If the Government does not provide an English-language education, parents are at liberty to have their children educated elsewhere, but it seems a pity they cannot get the kind of education they want for their children here at home.
