The Labour Advisory Board has yet to decide on rest breaks after meeting twice.
Ho Sai-chu said this should be dealt with flexibly.
'Some are used to a tea break at 3.15pm while others may think a longer lunch break is better. Every industry has its own characteristics,' he said.
