ON Saturday, February 27, I went to the Transport Department's Murray Road Licensing Office to renew my vehicle licence. When I got there at 7.50 am, there were two men in front of me. By 8.45 am, a long queue had formed, so long, that I could not see the end of it. At 8.55 am, about a dozen people gathered at the entrance beside the queue and when the doors opened at 9 am they walked in beside the queue.
