Cross-border drivers have been warned they face heavy congestion at land crossings for at least another five years until a second cross-border rail link is in operation.
Secretary for Transport Nicholas Ng Wing-fui said more land crossings were planned as a long-term solution to ease congestion.
He said one option was to have a rail spur to link the Lok Ma Chau (Huanggang in Shenzhen) control point. The Kowloon-Canton Railway Corporation was conducting a study.
It was hoped the link could interchange with the proposed underground railway network in Shenzhen, he said.
Calls for opening more border control points resurfaced after Tuesday's chaos at Lok Ma Chau, resulting from a computer breakdown on the Shenzhen side.
Traffic built up to Yuen Long and the northwest New Territories was paralysed for almost seven hours as mainland immigration and Customs officers checked papers and permits by hand.
