Democrats accused the Government of being economical with the truth on its pledge to speed up democratisation.
They were commenting on the Government's claim it had made 'good progress' in its commitment on this issue.
Democratic Party vice-chairman Dr Yeung Sum said the administration had failed to live up to its promise.
'The administration is merely paying lip service. It has no intention at all to amend the pace of democratisation as outlined in the Basic Law,' Dr Yeung said.
The Frontier's Lee Cheuk-yan said: 'The gradual and orderly progress seems like a snail's pace.
'We can't see any progress. The Government is actually telling a pack of lies by saying that it has made 'good progress' while sticking to its plan of developing democracy at a snail's pace.' Dr Yeung said he was disappointed by the Government's intention to scrap the two municipal councils.
