Sustainable development must be taken into account when formulating policies, the council said.
Officials should draw up indicators to measure how far Hong Kong was moving towards realising the goal, according to a motion approved yesterday. The motion, tabled by independent legislator Ng Ching-fai, was amended by Christine Loh Kung-wai of the Citizens Party.
Mr Ng said the Government had failed to pay heed to the price future generations would have to pay for the policies it was introducing.
He cited the reclamation projects and the sewage disposal scheme as examples of a short-sighted approach.
'The Government has suggested diverting the sewage into the Pearl River. But this is ignorant and unethical. It forgets we own the same earth,' he said.
Reclamation of the harbour would damage the landscape and make navigation difficult, he said.
Mr Ng called on the Government to reconsider the Strategic Sewage Disposal Scheme.
