The fate of the traditional motion of thanks for the Policy Address was in the balance last night after a third legislator indicated she would try to amend it.

 The third amendment will be tabled by Christine Loh Kung-wai, of the Citizens Party.

 Democratic Party chairman Martin Lee Chu-ming and The Frontier's Lee Cheuk-yan have already said they will amend it.

 Passage of the motion - to be tabled on Wednesday - hinges on Ms Loh's vote.

 Her party will not decide how she will vote until tomorrow.

 It is almost certain that Leong Che-hung's motion will be carried in the group of legislators formed by the 30 members returned via the functional polls.

 But the situation is less clear in the group formed by the 10 members returned via the Election Committee polls and the 20 returned via the geographical polls.

 So far, only 15 legislators - including those from the Democratic Alliance for the Betterment of Hong Kong and the Hong Kong Progressive Alliance - from the second group, have said they will support the original motion.

 Non-affiliated legislator Andrew Wong Wang-fat said he had yet to study the wording of the three proposed amendments but said he would vote in favour of the original motion if all the amendments were defeated.

 The Basic Law says the passage of a member's motion requires at least a simple majority vote of each of the two groups of legislators.

 Ms Loh's amendment says 'various policy areas were either not well developed or neglected, thereby losing an opportunity to increase public confidence'.



Vote of thanks in doubt
