The fate of the traditional motion of thanks for the Policy Address was in the balance last night after a third legislator indicated she would try to amend it.

The third amendment will be tabled by Christine Loh Kung-wai, of the Citizens Party.
Democratic Party chairman Martin Lee Chu-ming and The Frontier's Lee Cheuk-yan have already said they will amend it.
Passage of the motion - to be tabled on Wednesday - hinges on Ms Loh's vote.
Her party will not decide how she will vote until tomorrow.

It is almost certain that Leong Che-hung's motion will be carried in the group of legislators formed by the 30 members returned via the functional polls.
