I REFER to Mr Bill Lake's letter headlined, ''Action needed'' (South China Morning Post, March 26) which, in a wider context, can be seen as a litter problem. Within the Regional Council area, it is an offence to litter in public places under the Public Cleansing and Prevention of Nuisances (Regional Council) Bylaws, Chapter 132. Under these bylaws, any substance likely to constitute a nuisance is considered ''litter'' and the maximum penalty for a littering offence is HK$10,000 and six months' imprisonment.
