THE traditional motion of thanks for the Policy Address looks set to be voted down on November 4 after Citizens Party legislator Christine Loh Kung-wai decided not to support it.
This is likely to deal a further blow to Tung Chee-hwa's leadership.
Ms Loh said her party had decided to vote against the original motion if her amendment was defeated.
Since the motion will be tabled by House Committee chairman Leong Che-hung, the separate voting requirement applies.
It is almost certain that it will be carried in the group of legislators formed by the 30 members returned via the functional constituencies.
But the situation will be different in the other group, formed by the 10 members returned via the Election Committee and the 20 returned via the geographical polls.
Ms Loh will join the nine Democrats, three Frontier legislators and Leung Yiu-chung to bring the total number of votes against the motion to 14.
