Chinese University medical professor Leung Ping-chung is to become the new local National People's Congress deputy, filling the seat vacated by the late Liu Lit-for. The NPC Standing Committee yesterday announced the seat would be filled by one of the losers in last December's elections 'in accordance with the number of votes they received'. Professor Leung, who had the highest number of votes, said he had yet to receive notice of his appointment. Local deputies have been seeking clearer guidelines on their role. Some have asked for an office in the SAR and demanded regular meetings with the Chief Executive. Professor Leung said he would concentrate on medical, social welfare, culture and education issues.
