The way a society treats its disadvantaged is a measure of its civilisation. By this measure Hong Kong's Chief Executive is sadly lacking ('Hospitals to lose $114 million in funding', South China Morning Post, October 30). This will mean the poorest members of our society will be further deprived. In most advanced countries, and Hong Kong is an advanced country, the expenditure on health at least keeps pace with inflation. The Government should increase its spending on the health needs of the poorest members of our population which, because it is rapidly ageing, requires more frequent medical attention. What is the Secretary for Health's explanation for this damaging cut in expenditure? Has she protested to Mr Tung? If not why not? W A T CRAWLEY New Territories
