Unionists in new rights challenge

Pro-democracy unionists are seeking to challenge the Government on labour rights.

Lee Cheuk-yan, Lau Chin-shek and Leung Yiu-chung want to table three private members' bills on age discrimination, collective bargaining and discrimination against workers belonging to unions.

They will first seek approval from Legislative Council President Rita Fan Hsu Lai-tai for a ruling on whether they are allowed to do so under the Rules of Procedures.

If approved, written consent from the Chief Executive will be required under the Basic Law.

A Basic Law article says bills which do not relate to public spending, political structure or the operation of the Government may be introduced individually or jointly by legislators. Written consent of the Chief Executive is required before bills relating to government policies are introduced.

Mr Lee said it was necessary to speed up their own legislative moves in view of the wave of wage cuts and inadequacy of related guidelines from the Labour Department.
