THE Legislative Council is sending a three-member delegation to Britain in June to lobby for full British citizenship for Hongkong's ethnic minorities, despite some opposition. Some legislators said the council should fight for full British citizenship for the territory's whole population, instead of just the ethnic minorities. Legislators unanimously opposed the Government's decision to force Hongkong British Dependent Territories Citizen passport holders to change to British National Overseas passports before 1997. The Government said the move was to prevent a last-minute rush for BNO passports, but councillors said it was an erosion of Hongkong people's fundamental rights.
