As a resident of Chuk Yeung Road in Sai Kung, I wish to record my dissatisfaction at the progress of work on contract number DC/96/03 by the Drainage Services Department.
Half the road has been excavated and traffic is controlled by a set of traffic lights.
In the past three months I have seen men working on no more than two separate days. The traffic control system is poorly maintained and the traffic lights are often out of order, particularly at weekends.
At the current rate of progress the contract will take several years to complete. I have spoken to the Drainage Services Department on a number of occasions. It blames the contractor on site and says it is not the department's fault. Who is therefore responsible? D. WILSON Sai Kung
