DynaLab has launched an electronic billing system it hopes will make sending and paying bills easier.

 Local companies can use it to send electronic bills to customers in English and Chinese, which can be read on PCs.

 The new e-billing system is based on DynaLab's DynaDoc software and supports double-byte characters, including traditional and simplified Chinese, Japanese and Korean.

 Document exchange is possible between different operating systems, different software applications - including Microsoft Word and Lotus Word Pro - and different versions of software, for example, between Word 3.0 and 6.0.

 A document created by DynaDoc is preserved in its original format - including text, tables and graphics - and can be accessed by a free DynaDoc reader which is available as a plug-in for Internet browsers.

 Internet service providers and mobile-phone operators are expected to be the early adapters of the Web-based e-billing system, which supports various database formats such as Oracle and SQL. It costs $500,000.

 DynaDoc was introduced in Hong Kong last year, but the business growth was 'not so big', Lawrence Mo, DynaLab Hong Kong managing director, said.

 He predicted the e-billing system would become popular because it could help corporate users save substantial printing and mailing costs.

  So far, DynaDoc had been used mainly for document dissemination that could be done using other, lower-cost methods such as fax.

 DynaLab's e-billing system also supports fax and print capabilities for retailers who want to send a hard copy of invoices to their customers in addition to an electronic bill via e-mail.

 DynaDoc is used by the SAR Government. Chief Executive Tung Chee-hwa's policy speech was published on the Internet using DynaDoc, and the mainland's State Council and Taiwan's presidential office also use it for similar purposes.

 Local banks and commercial operations use DynaDoc in their corporate intranet, and some higher-educational institutions are using it to distribute teaching materials for students.
