Beijing insisted Taipei must use non-government channels to help fund a US-Japan initiative aimed at financing banks and restructuring debts in the region.
Mr Zhu said: 'If Taiwan wants to participate as a sovereign state, Beijing will strongly oppose that. Any Taiwan financial contribution should be done through non-government channels.' Taiwan participated in APEC as a regional economy, not a sovereign state, an arrangement agreed among APEC members, said Mr Zhu.
The US-Japan Joint Asian Growth and Recovery Initiative, supported by the World Bank, the Asian Development Bank and other bilateral contributors, is designed to help crisis-hit countries.
In a bid to win broader support from Asia-Pacific leaders, Taiwan has proposed raising US$1 billion (about HK$7.74 billion) for affected countries.
Under the plan, Taiwan would provide US$250 million in the hope of soliciting support from other APEC forum members through bond obligations.
Taiwan has expressed an interest in making a financial contribution to the initiative which was unveiled by Mr Gore last night.
