Local deputies to the National People's Congress will be barred from intervening in SAR affairs under a set of guidelines outlining their work. The deputies will not be able to meddle in the high autonomy of the SAR or the work of the administration. They will not be able to inspect government work. They are allowed to transfer Hong Kong people's opinions and complaints about the mainland to the relevant authorities but cannot deal with complaints about the SAR Government. During NPC plenums, the deputies are free from arrest or criminal trial on the mainland. However, they have to be abide by SAR laws when they are in Hong Kong. Xinhua is also authorised to help deputies deal with daily affairs relating to their duties. The 11-point guidelines were given to local members by visiting NPC Standing Committee office deputy secretary-general Shi Jincheng at a meeting at Xinhua headquarters. Deputy Cheng Yiu-tong said he was disappointed at the lack of consultation on the guidelines. 'They should have discussed it with us after the first draft was ready,' he said. Mr Cheng said consultations held during a visit to Henan had only been verbal and informal.
