BAD positioning of the load carried by a crane could have led to the fatal accident that claimed two lives at the Tsing Ma Bridge work site last week, initial investigations have found. And the possibility of human error has not been ruled out. Secretary for Works Mr James Blake said yesterday preliminary results indicated the crane structure was subjected to a loading condition that it was not designed to take. Mr Blake said the load carried was within weight capacity for the crane, but its location was outside the designed criteria.
