I refer to the letter headlined, 'Photograph ban rules stupid' (South China Morning Post, December 2).

Your correspondent, a Hong Kong-based photographer, complained that he was being barred by security guards from taking photos at the Tsim Sha Tsui waterfront promenade and Victoria Park.

We regret the occurrence of these unpleasant incidents. The Urban Services Department, which manages these municipal facilities, is very conscious of the need to assist any parties in their efforts to promote Hong Kong's image overseas.

At the time when the incidents occurred, the security guards might have taken an inflexible attitude in marshalling the rules laid down for all commercial shooting/filming in Provisional Urban Council venues.

Under these guidelines, among other things, all commercial filming/shooting in our venues must obtain prior approval. A fee is payable. However, we have reminded guards that they should be helpful to all users of our facilities and consult their supervisors when in doubt.
