Consumers are to be given discount coupons to buy energy-efficient refrigerators, washing machines and lights.

 The scheme will be launched in February.

 The aim was to save money on power bills and improve the environment, Electrical and Mechanical Services Department officials said yesterday.

 Discussions with Hong Kong Electric and China Light & Power were under way on how the coupon system would work, the department's chief engineer, Lam Kam-kuen, said.

 A family living in a 500-square-foot flat and using compact fluorescent lamps could save $800 a year on electricity bills, he said.

 Those labelled under the new system would last for 8,000 hours and produce more power for the money.

 'This will save money and contribute to the environment,' Mr Lam said.

 'If you want to improve on the air pollution, electricity contributes to air pollution. If we use 10 per cent less, there will be 10 per cent less pollution being belched out by power companies.'  The lamps could save up to 80 per cent on electricity bills if used instead of normal light-bulbs, said Principal Assistant Secretary for Planning, Environment and Lands Steve Barclay.

 'This is good for the environment, good for companies' bottom-line and good for consumers' wallets,' he said.

 A Philips energy-saving light bulb costs $140, while an ordinary one of the same brand costs $7.50.

 Mr Lam said the department was now working out how to give rebate coupons from the power companies to stimulate demand for the compact fluorescent lamps.

 'There will be no reduction in bills - it will be in the form of a coupon from the power companies,' he said.

 The department wants more manufacturers, importers and local agents to join its Energy Efficiency Labelling Scheme for compact fluorescent lamps.

 Products would be registered if they could meet energy efficiency and performance requirements based on the international testing standards.
