Hundreds of new mainland migrants swamp the Immigration Department office in Tsim Sha Tsui East after the Christmas break yesterday seeking temporary ID cards. Most of the immigrants were applying for the cards to enable them to return to the mainland for Lunar New Year. The department raised its daily application quota from 605 to 720 but there were still long queues. About 40 applicants and their relatives camped overnight in a park next door. Mainlanders entering on one-way permits can apply for temporary ID cards after they have been in the SAR for a week. 'I came here at eight but was told the quota for today was already full. So, I decided to stay here for the night to wait for tomorrow's quota,' said Mrs Ng, 35. She arrived from Shenzhen 10 days ago to join her husband and two children. Guangdong recently changed the rules for one-way permits, giving priority to those with elderly relatives who require care and children under 14 who have both parents in the SAR.
