The Democratic Party has given the Government just 30 marks out of 100 for its performance in 1998.

In its year-end verdict, the party said the administration had committed eight major policy blunders.

Top of the list was the setback for democracy with the planned scrapping of the two municipal councils and restoration of 102 appointed seats to the district councils in 2000.

Just behind was the Government's failure to revitalise the economy, address unemployment - which rose to 5.5 per cent - and stop waves of pay cuts and lay-offs.

Third was the handing over of the Telford Garden murder suspect Li Yuhui to the mainland.

The Government was also blamed for the chaotic opening of the airport, the bird flu crisis and its August foray into the stock market. Other blunders included welfare payment cuts and an inconsistent housing policy.
