A committee has been set up to help implement the school-based management system.
Pang Yiu-kai, a member of the Board of Education, has been appointed chairman of the Advisory Committee on School-based Management.
The appointment, made by Director of Education Fanny Law Fan Chiu-fan, is in line with the Education Commission Report No 7 which recommended that all schools implement school-based management by the year 2000.
The system aims to enhance teaching and learning through self-evaluation by schools, and better co-operation between principals, teachers and parents.
Committee members include representatives from schools, education and professional bodies, tertiary institutions, parent-teacher associations and the Govern_ ment.
The committee will advise Ms Law on issues such as: the framework of school-based management; delineation of roles and responsibilities of the stakeholders; strategy for implementing school-based management and its monitoring and evaluation; school administration, and funding arrangements under school-based management; staff appraisal and development system; training and support strategy; and publicity strategy.
