The Provisional Regional Council will join an exercise to clean up hygiene black spots despite doubts about the organiser's political motives.

Democrat Wong Sing-chi claimed yesterday the Hygiene Black Spots Elimination Exercise conducted by the Steering Committee on Healthy Living, chaired by Anson Chan Fang On-sang, was aimed at smearing the council.

'It should be called the 'Provisional Regional Council Elimination Exercise',' he said.

Mr Wong believed that 70 per cent of the black spots would be located in areas under the administration of the council, which was in charge of environmental hygiene in most of the New Territories.

'They just want to make use of the exercise and say 'Look, the council can do nothing. It deserves its demise',' Mr Wong said.

'Don't say this is not a conspiracy.' Mr Wong urged the council not to get 'trapped' and refuse to take part in the exercise.

Another councillor, Chow Wai-tung, also questioned why the Government conducted the exercise at a time when it had decided to scrap the council.
