Professor Lau Siu-kai of the Chinese University said the community would challenge why only four senior Airport Authority executives had been singled out.
'Under the current political climate, the public will find it unacceptable that no top government officials are held responsible,' he said.
He said that ministers in Western countries would have to resign in a similar situation.
Joseph Cheng Yu-shek of City University also questioned the outcome.

'This report is quite courteous to the civil servants and therefore it will be interesting to compare this report with those by Legco and the Ombudsman,' he said.
