RESETTLEMENT of Hongkong's Vietnamese refugees through the Philippines has resumed after a ''technical problem'' over numbers of visas was fixed. Two hundred refugees stranded at the New Horizon Vietnamese Refugee Centre at Kai Tak for the past month can soon leave for the Philippines' Bataan transit centre. The problem was resolved after the Government's refugee co-ordinator, Mr Brian Bresnihan, talked to Philippine officials. Such transfers were arranged through the 1989 Comprehensive Plan of Action in which the Philippines promised to issue 5,000 visas to those who were screened in. However, the visas were said to have run out by early last month. Mr Bresnihan believed that not all the visas were used properly and the Government estimated that up to 800 visas had been wasted. The Philippine consulate general in Hongkong confirmed the technical problem had been fixed.
