Pressure is mounting on the Secretary for Justice to explain quickly to lawmakers why newspaper tycoon Sally Aw Sian was not prosecuted over a circulation fraud.

Margaret Ng Ngoi-yee, representing the legal sector, said Elsie Leung Oi-sie appeared to be dragging her feet by insisting on waiting for a report from the Independent Commission Against Corruption before explaining why it was not in the public interest to prosecute the Sing Tao chairwoman.

Ms Aw was named by the ICAC as a co-conspirator in the circulation fraud at the Hong Kong Standard. Three past and present executives were jailed for the fraud last week.

'What we want to know is why Miss Leung decided not to prosecute Miss Sally Aw last March,' Ms Ng said.

'We would like her to clarify whether she is reconsidering whether to prosecute Ms Aw. If not, why does she have to wait for a report? 'We would also like to know what the report is about and when it will be ready.' The legislature would fix a date for Miss Leung to brief them once she had revealed when the ICAC report would be ready.

'I couldn't help but to make open our correspondence with Miss Leung because the public was very concerned,' Ms Ng said.
