Civil servants have warned of social unrest if a revamp seeking to link their pay to performance is forced through.
They want more say in the formulation of the reform, announced by Tung Chee-hwa this month, to maintain the quality of the SAR's 180,000-strong civil service.
Chinese Civil Servants' Association president Cecilia So Chui-kuen said yesterday the association supported the principles of the reform.
'But it should not be done at the expense of the stability of the civil service.
'Any changes should be made step by step or else it could give rise to confusion and in turn unrest among the civil service and the community,' Ms So said.
Her deputy, Peter Wong Hyo, said: 'The structures and natures of a private firm and a government organisation are totally different, and it is wrong to model one on the other.
